Governor's Office Study on the matter in 1981. It caught fire when introduced to the Southern Governors' Assn., then the Nat'l Governors' Assn. In the article above, we spend more per pupil than any nation but Luxembourg and what did we get: "America ranked 14th in reading, 17th in science and 25th in math, producing the familiar quack-quack." What we found was the funding for education was upside-down. The state to local ratio of funding had reversed in a short time and was now 2:1 state to local funding and worse, the Federal $ spent was fast encroaching upon the rate of local funding. This was a disaster in the making. I hesitate to even look at the ratios presently--it would likely be disheartening. This is not some quack ultra conservative spin on the subject--it points to exactly what we saw coming, especially in the South, in 1981. The results of this disaster in the making were easily predictable. For starters, we must reverse the local : state funding ratio, post haste, AND abolish the U.S. Department of Education immediately. If that is not done, you can just forget about our "education" system AND the results will be equally predictable.
